Submission Guidelines for Dev't Applications

 REPUBLIC OF GHANA ACCRA METROPOLITAN ASSEMBLYPUBLIC ANNOUNCEMENT ON GUIDELINES FOR SUBMISSION OFDEVELOPMENT APPLICATIONS IN THE ACCRA METROPOLITAN PLANNINGAREA


The Accra Metropolitan Assembly respectfully requests all current and prospective applicantsfor all categories of development and building permits to submit the following information to theMetropolitan Office of Town and Country Planning Department.

 1. An applicant requiring permission to develop land for Single or Two Storey Developmentand conforming to zoning status of land, should submit the following information to thePlanning Committee:-

 (i) Title Clearance form duly signed by appropriate authority i.e. Lands Commission orLand Title Registry. (Copies of clearance forms are available at the submission deskof the Town & Country Planning department for free. Applicants with clearanceforms are to attach two copies of site plans on the scale of 1:2500 to theappropriate authority for their action and recommendation)

 (ii) One completed copy of T.CP. form 1;

 (iii) Building Permit application forms duly completed

 (iv) Four (4) sets of Architectural drawings signed by an Architect. (Four(4) copies of ablock and site plan to scale of 1/20 or 1/40 showing the position of the building(s)and other works; Four(4) copies of plans showing elevation and design of thebuilding at an appropriate scale).

 (v) Four (4) (sets) of Structural drawings of the building at an appropriate scale andduly signed by a Structural engineer if it is Three (3) storeys and above.

 (vi) Business operating permit. (For organizations and businesses)

 (vii) Property rate.(For existing structures on property)

 (viii) Copies of Land Document (Lease, Indenture or Land Title)

 (ix) Soft copies of Documents: 3 CD's with copies of all drawings and reports inelectronic format preferably in Protected Document Format (PDF).The contents of each CD should be as follows: 

 Architecture Folder - To contain all architectural drawings including 3D Impression 

Structural Folder - To contain all structural drawings

 MEP Folder - To contain all mechanical, electrical and plumbing drawings 

Reports Folder - To contain all reports that are applicable to the application eg FireReport, Traffic Impact Assessment etc 

All drawing files must be: 

1. In PDF color format

 2. Individual files and named appropriately e.g. Site and Block Plan, Ground FloorPlan, Section A-A, Front Elevation, etc. Naming convention must be extended toreflect contents of file. Please do not place all files in one PDF file.

 3. Restricted to the contents within the borders of the layout sheet

 4. Must be oriented correctly in an upright manner ie not rotated 


(x) Any other as may be necessary.



 2. For Multi-user and Multi-level development, the following information should besubmitted alongside those listed under item 1 above:

 (i) Fire Report and appropriate fire engineering drawing duly vetted and approvedby Ghana Fire Service(3 copies)

 (ii) Geo-Technical(Soil investigation) Report(3 copies) 

(iii) Structural Integrity Report where the vertical extensions are proposed on existingbuilding. (3 copies) 

(iv) Traffic Impact Assessment Report (3 copies)

 (v) Hydrological Report and appropriate drawings (3 copies)

 (vi) Structural calculation (3 copies)

 (vii) Environmental Impact Assessment (E.I.A.) Report

 (viii) Any other as may be necessary

 NB. All developments in respect of commercial and public places (Banks, Fuel and GasStations, Churches, Shops, etc.) are mandated to submit copies of Traffic ImpactAssessment (T. I. A) and Environmental Impact Assessment (E. I. A) in addition to theirbuilding drawings. 



3. Applicants requiring Planning Permission in Principle (AIP) would be required to submitthe following;

 (i) Three (3) sets of sketch drawings

 (ii) Three (3) copies of brief outline of project covering the location, design, activitiesand operational characteristics.

 (iii) Evidence of Neighborhood consultation and comments (Where necessary)



 4. Applicants seeking Change of Use of existing permit should submit the following;

 (i) Previous permit on existing building

 (ii) Proposed amendments to drawings if relevant (see details listed under 1 & 2)

 (iii) Evidence of Neighborhood consultation and comments for the new use ofpremises



 5. Development and Building permits are valid for five years. Applicants who are unable tocomplete developments within permit validity period are required to seek permit forExtension of Time. Application for Extension to Existing building should comprise; 

(i) Previous permit 

(ii) Four (4) copies of block and site plan to scale of 1/20 or 1/40 showing the position ofthe building(s) and other works on site.The Accra Metropolitan Assembly wishes to reiterate that new applications for buildingpermits will be rejected if the above requirements are not met. CD's for already approvedapplications must be submitted to the Metropolitan Work's Department.

 NOTE: SUBMISSION FEES ARE REQUIRED FOR ALL CATEGORIES OF DEVELOPMENTAPPLICATIONS. FEES ARE BASED ON RATES OF THE ACCRA METROPOLITAN ASSEMBLY.PROCESSING FEES ARE NON-REFUNDABLE. PROCESSING FEES ARE NO GUARANTEE FORPERMIT AND NOT SYNONYMOUS WITH BUILDING PERMIT FEES. RECEIPTS FORDEVELOPMENT APPLICATIONS SHOULD THUS NOT BE USED AS EVIDENCE OF PERMIT.
