The Accra Metropolitan Assembly (AMA) in partnership with the Bloomberg Foundation and Union North America (UNA) is seeking to recruit dynamic and seasoned professionals for a 5-year Contract employment under the Bloomberg Road Safety Initiative for the city of Accra in the following three (3) positions:


POSITION 1: ROAD SAFETY INITIATIVE COORDINATOR. 

The officer will be located in the office of AMA, Accra and shall report directly to the Chief Executive.
Sole responsibility will be to coordinate all activities related to the road safety initiative project

KEY RESPONSIBILITIES
  • -Work with the project initiative partners and consultants to develop detailed work plans with clear milestones for the city of Accra
  • -Monitor and support progress towards work plan milestones
  • -Serve as a focal person for AMA's interaction with UNA and other relevant project partners and stakeholders
  • -Communicate regularly and report on progress of the project on monthly basis to senior officials of AMA, UNA and other relevant project partners and stakeholders
  • -Troubleshoot barriers to progress of work and identify opportunities for rapid achievement of success
  • -Organize meetings of AMA's City Road Safety Task Force every other month, compile and share reports on meeting proceedings, manage tasks and accountability process for activities directed by the City Road Safety Task Force
  • -Serve as the communications hub between AMA and UNA
  • -Manage reporting and review of monitoring data to the City Road Safety Task Force and other relevant stakeholders
  • -Serve as a Coordinator of media and social marketing campaigns in collaboration with relevant stakeholders

  • QUALIFICATION AND EXPERIENCE
  • -Masters Degree in Transportation or Project Management
  • -7 years post-qualification experience, at least 3 of which must have been in road safety related projects
  • -Government Experience preferred
  • -Familiarity with interpreting quantitative data analysis

  • RELEVANT SKILLS AND ABILITIES
  • -Familiar with Urban transportation/infrastructure
  • -Familiar with road accident crash Data interpretation and analysis
  • -Proficiency in English language


  • 2. ROAD SAFETY COORDINATOR FOR ROAD DESIGN AND TRANSPORTATION
    This office shall be located in the Department of Transport of AMA and shall work in collaboration with the Roads Unit
    The officer shall report to the Road Safety Initiative Coordinator

    KEY RESPONSIBILITIES
  • -Coordinate the designing of safer streets and safer mobility systems across relevant agencies such as Department of Urban Roads, Town and Country Planning, etc.
  • -Develop detailed work plans with clear milestones for safer streets and mobility for the project
  • -Monitor and support progress of work towards milestones
  • -Serve as liaison for the interaction between AMA and project initiative partner organizations providing transportation expertise (EMBARQ, World Bank, Global Road Safety Partnership, NACTO)
  • -Participate in road traffic safety training provided by the project initiative partners
  • -Communicate regularly with the project initiative partners
  • -Report regularly on the progress of the project to AMA's senior transportation officials, UNA and other relevant stakeholders
  • -Submit written reports on status of implementation of the project on quarterly basis.
  • -Troubleshoot barriers to progress and identify opportunities for rapid success

  • QUALIFICATION AND EXPERIENCE
  • -Masters Degree in Urban Design, Urban Planning, Transport Planning, Transport Engineering, Traffic Management or related field
  • -Minimum of 5 years post-qualification experience, 3 years of which must have been road design and safety related projects.
  • -Local government experience and familiarity with budgetary process preferred.
  • -Quantitative data analysis skills preferred
  • -Understanding of Traffic Safety in cities, particularly for pedestrians and vulnerable road users and knowledge of Mass Transport systems

  • RELEVANT SKILLS AND ABILITIES
  • -Urban transport policy
  • -Familiarity with Local Government planning and budgetary processes
  • -Understanding of traffic safety in cities particularly for Pedestrians and Vulnerable road-users
  • -Knowledge of mass transport system
  • -Familiarity in road crash data interpretation and analysis
  • -Proficiency in English language


  • POSITION 3: ROAD SAFETY COORDINATOR FOR ROAD POLICING

    This Office shall be located in the Enforcement Department of AMA and shall work in close collaboration with the Motor Traffic and Transport Unit/Department of the Ghana Police Service
    The officer shall report to the Road Safety Initiative Coordinator

    KEY RESPONSIBILITIES
  • -Coordinate AMA's work to enhance enforcement of road traffic laws and regulations to reduce unsafe and illegal/unacceptable road-user behavior particularly related to:
    -Speeding
    -Crash helmet wearing
    -Driving under the influence of alcohol
    -Use of seatbelts and child restraints
  • -Develop detailed work plans in collaboration with the project initiative partners, with clear milestones and relevant targets for police related components of the project
  • -Support the development and delivery of evidence based/data driven road law enforcement activities
  • -Monitor and support progress of work towards work plan milestones
  • -Serve as focal person for the interaction of AMA and project initiative partner organization (Global Road Safety Partnership) providing technical assistance to the road traffic Police
  • -Communicate regularly with the Road Safety Initiative Coordinator
  • -Report regularly on progress of the project to senior officials of responsible for enforcement of road traffic law and regulations and to UNA and other relevant project partners and stakeholders
  • -Submit written progress reports on the project
  • -Troubleshoot barriers to progress of the project and identify opportunities for rapid success

  • QUALIFICATION AND EXPERIENCE
  • -First Degree in any Academic field
  • -Masters will be an advantage
  • -7 years experience at a senior position (not below the rank of Assistant Superintendent of Police (ASP) in the Motor Traffic and Transport Unit/Department of the Ghana Police Service
  • -Experience in Traffic Law Enforcement and Management

  • RELEVANT SKILLS AND ABILITIES
  • -Familiarity with Road Traffic Act 683 and Road Traffic Regulations 2012, LI 2180 and related amendments
  • -Familiarity with the roads/streets of Accra and road safety/ traffic enforcement systems in the city of Accra
  • -Proficiency in English language
